1. Introduction
This is the Publication Scheme for the Local Government Boundary Commission for Wales, drawn up under Section 19 of the Freedom of Information Act 2000.
The Local Government
Boundary Commission for Wales
The Local Government Boundary Commission for Wales was established in June 1974 under the terms of Section 53
of the Local Government Act 1972 (the 1972 Act). The statutory functions of the
Commission are specified in Sections 54 to 78 of the 1972 Act as amended by the
Local Government (Wales) Act 1994 (the 1994 Act). Schedule 8 to the 1972 Act
makes provision for the Commission’s constitution and proceedings.
The purpose of
the Commission is:
To review local government areas and electoral arrangements in Wales,
with a view to considering whether or not to make proposals to the National
Assembly for Wales for effecting changes which appear to the Commission to be
desirable in the interests of effective and convenient local government.
Members
There
are three Commission Members one of whom is appointed as Chair. Appointments to
the Commission are made by the National Assembly for Wales. The legislation
requires the Commission to have at least one Welsh speaker.

Mr
Edward Lewis, Secretary to the Commission, is responsible for the scheme on
behalf of the Commission.

The purpose and structure of the Publication Scheme
The purpose of this Publication Scheme is to set out:
- The information we undertake to publish as a matter of course.
- How this information will be published.
- Whether the information is available free of charge or on payment.
The classes of information that the Local Government Boundary Commission for Wales
commit to publishing are shown under headings listed in alphabetical order and
are followed by a brief description of the information.
Exempt information
In all cases, publications exclude any information which is protected under the
exemptions set out in the Commission’s Code of Practice on Public Access to
Information. Where individual classes are subject to exemptions the main reasons are those of personal
information under the Data Protection Act 1998 and the protection of commercial
interests.
Additional copies and formats
Copies of this Scheme are also available in large print. The Scheme
will also be published in Braille and/or audio-tape formats if required. The Scheme is published in English and Welsh and the Commission will
consider requests for the scheme to be produced in other languages. Copies of
the Scheme are available without charge from the Commission (address below).
2. Obtaining and locating publications
The information in the classes we commit to publishing under this Scheme is
available in several formats. All documents are available in hard copy and the
majority are published electronically (as HTML web pages, and/or Adobe Acrobat
PDF files and/or Word documents). Where information is not published
electronically this is clearly stated under the relevant class.

Under the Commission’s Code of Practice on Public Access to Information we have a
policy of no fee, or minimum fee, for the provision of information. Single
copies of publications which are published directly by the Local Government
Boundary Commission for Wales are therefore available free of charge. The
Commission may wish to recover copying, postage and packaging costs where
requests are made for multiple copies or for a number of publications.

Press Releases and News
We undertake to publish press releases as occasion demands.
We undertake to update the News section of the web site as occasion demands.
Publication Catalogue
We undertake to publish a list of information published by the Local Government
Boundary Commission for Wales in the form of a publications catalogue. This
catalogue will be updated and published as occasion demands.
Reports
We undertake to publish the following Reports:
- Annual Report and Accounts
- Draft and Final Reports of the Commission's Reviews as occasion demands.
Requests for Information
We intend to publish our procedures for dealing with requests for information,
under the Commission’s Code of Practice on Public Access to Information, and
the assistance and advice we can give in formulating requests.
We intend to consider the information released in response to requests for information, under the Commission’s Code of Practice on Public Access to Information, with a view to it being made publicly available.
