REVIEW OF COMMUNITY REVIEW OF COMMUNITY BOUNDARIES IN THE COUNTY BOROUGH OF RHONDDA CYNON TAFF
DRAFT PROPOSALS
APPENDIX C
Summary of Representations Received Prior to Draft Proposals
PONT-Y-CLUN / LLANHARAN / LLANTRISANT
Llanharan Community Council would like the boundary for Llanharan to remain as it is at present, other than the Ynysddu estate which should be transferred from Llanharan to Pont-y-clun. The council came to this decision after a survey of 270 households was conducted.
Results (40% return as follows)
10% had no particular view
83% In favour of move into Pont-y-clun
7% Remain in Llanharan
Pont-y-clun Community Council wrote to support the suggestions proposed by Rhondda Cynon Taf County Borough Council. They asked, in particular, that the Commission's attention be drawn to the close affinity between the new residential developments at Ynysddu and Clos Brenin, both immediately adjacent to the existing boundary, with Pont-y-clun. They considered that the affinity is demonstrated by the fact that residents of both developments use Pont-y-clun shops, doctors' and dentists' surgeries, use Pont-y-clun recreational facilities, attend Pont-y-clun places of worship and send their children to Pont-y-clun schools.
A resident of Llanharan wrote to say that the merger of Ynysddu into Pont-y-clun was suggested 20 years ago. Llanharan Community Council asked every household (then 225) their views on the suggested change. At that time they voted to stay in the Llanharan ward. The resident suggested that the same be done again for the existing households (now 265), as it is their democratic right. It would then be their prerogative to make representations to their respective Councillors, AM and MP.
Two residents of Llantrisant wrote to express their many concerns regarding the lack of traffic restriction in the area of Llantrisant.
A resident of Llantrisant stated that due to the relocation of major council offices to Clydach or Pontypridd, people living in Llantrisant, Llanharry, Pont-y-clun and Llanharan have to make long journeys to attend planning meetings. He also expressed his concerns regarding the lack of traffic measures in the area.
HIRWAUN /PEN-Y-WAUN / RHIGOS
Hirwaun and Penderyn Community Council noted the suggested changes to the community boundary to include Trewaun and Tenant into the Community of Hirwaun. They considered that the suggested changes were, apart from a short distance, a return to the original boundaries and as such there seemed no reason not to revert fully to the original boundary which was the natural watercourse dividing Pen-y-waun and Hirwaun communities. A concern of Councillors was that Pen-y-waun is a designated Communities First area whereas Hirwaun is not. The transfer of approximately 200 dwellings out of Pen-y-waun into the Hirwaun community will have a significant effect on both communities.
Rhigos Community Council would like the boundary for Rhigos to remain as it is at present.
